Workshop to develop Timor-Leste's National Financial Strategy

In order to prepare the Timor-Leste National CTI Coordinating Committee (NCC) for the High Level Financial Round Table to be held in Manila on 3 May as an event during the ADB Annual Meeting, the ADB RETA will assist the government in developing its National Financial Strategy, which will include Sustainable Financing Modalities including Payments for Ecosystem Services (PES).

The NCC will be guided in preparing a status report on the level of funding available for NPOA implementation, determining priority actions, and costing these actions. Part of the funding required for project implementation will be potentially sourced from donor funding, which will include the current crop of donors but also consider an expansion of donor portfolios.

ADB's Regional Technical Assistance (RETA) will also stress the possibilities of generating internal funding through various modes of sustainable financing, including PES. It will likewise provide some scenarios for establishing trusts/endowments based on varying levels of funding as well as institutional requirements for its operation.

In addition, the Timor-Leste NCC members expressed significant interest in meeting the Project Consultants in Dili to discuss country updates on sustainable financing, State of the Coral Triangle Report (SCTR), and the E-FACT Study. The RETA committed to holding meetings with the Timor-Leste NCC and its Technical Working Groups (TWGs) through a visit by Team Leader Abbie Trinidad, Finance Specialist Egide Cantin, and the Junior Economist Lydia Napitupulu.

The meetings are expected to produce the following outputs: (i) understanding of what a “back of the envelope costing” means and its application to the larger scheme of costing the CTI NPOA; (ii) update on the SCTR for Timor-Leste; and (iii) additional data gathered for the E-FACT Study Report.
